Minutes for the December 17, 2013 Meeting
Evendale Municipal Building, 10500 Reading Road, Evendale, Ohio

Attendees:  President Hugh McKinnon,  Jeff  Albrinck, Dave Harwood, Al Pearlman, Chris Schaefer, Bob Szczur, Chris Patterson, Stiney Vonderhaar, Gordon Geraci (Elite Photography), Carrie Geraci (Elite Photography), Sean Balnes (Saint Francis Group), Jack Cameron, and Pam Morin.

Recurring Business:

1.      Approval of the minutes from the November 19, 2013 meeting was made on a motion by Al Pearlman and seconded by Dave Harwood.  The motion passed with a 6 yes, 0 no vote.

2.      Economic Development Update:
a.      Brendamour Evendale Business Center, 2630 Glendale-Milford Road:  A plan has been agreed upon between Doug Brendamour, ODOT, and the Village for the parking lot expansion project.
b.      Kinetic Vision, 10191 Evendale Commons Drive:  Their second building is complete.
c.      GE Aviation, One Neumann Way:  They appeared before Planning Commission in November.  Their presentation included a wide range of on-going projects including a state of the art test cell.  
d.      Jim Dandy’s:  They have been informed of CIC decision at last month’s meeting to deny their request to purchase a portion of the Village Landings parcel.
e.      Homer’s Smorgasbord, 9972 Reading Road:  They have approached the Village about purchasing their property.  This property is made up of four parcels totaling 2.9 acres.  Their proposal was discussed and it was decided that their offer at this time doesn’t meet CIC’s criteria to buy it.

New Business:

1.      Saint Francis Group Presentation, Step 3 – Asset Monetization/Disposition:  Sean identified the top parcels, provided Raw Market Values, gave the committee a reasonable time frame for getting that parcel developed, and offered possible uses.  There was a discussion on the benefits of consolidating the parcels at Inwood and Reading Roads.  CIC decided that medical offices should be the focus for these parcels.  A mixed used development that supports Tri-Health, Walmart and Menards, such as general office, service retail, and fast casual dining was discussed.  The only stipulation was that the fast casual dining would not be stand alone.   The need to minimize the disruption of the Residential traffic on Inwood Drive was emphasized.   It was suggested that Sean may want to study the Reading Road Corridor KZF Design report (2002).  
The options for the parcel located at 10150 Reading Road were discussed.  It was agreed that because it was a small individual parcel, that would be difficult to develop.  The committee feels that the best option would be to contact the neighbors, Safety Shoe Distributors, Raffels Catering, and A – Z Printing, to determine if they have any interest in purchasing this parcel.  
Village Landing, St. Rita Lane, contains over 12 acres of developable land and its location along
I-75 makes it very attractive.  The committee agrees that the top options for this property are destination retail or Class A Office/Flex development.  Pursuing companies associated with GE Aviation would be highly supported.

2.      Bob Szczur made and Al Pearlman seconded the motion to release the funds to pay Saint Francis.  The vote passed with a 4 yes, 0 no vote.  Jeff Albrinck and Chris Schaeffer had already left the meeting.

3.      Jack Cameron reported that he is in the process of withdrawing all the CIC funds from US Bank and moving it the GE Credit Union.

In anticipation of a broad discussion of the final development plans for the Village’s land banked properties at the January meeting, it was decided to schedule the meeting for January 23, 2014 at 6:00 PM.

Bob Szczur made and Dave Harwood seconded the motion to adjoin the meeting at 9:45.
